Japan accepts International Driving Permits only when they are issued under the 1949 Geneva Convention and follow the correct official format. The National Police Agency of Japan states that drivers in Japan must hold a Japanese license, a valid 1949 Geneva Convention IDP, or a limited group of approved foreign licenses with an official Japanese translation. Belarus is not included in those special translation-based countries.<\/span><\/p>\n<h2><strong>Why Belarus-Issued IDPs Are Not Valid in Japan<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">The issue is not the driver\u2019s nationality. It depends on where the original license was issued and which international road traffic convention applies to that issuing country.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Belarus is connected with the 1968 Vienna Convention on Road Traffic, while Japan accepts IDPs under the 1949 Geneva Convention system for driving in Japan. The Tokyo Metropolitan Police Department clearly states that IDPs issued under other conventions or treaties are not valid for driving in Japan, even if the document looks similar to an accepted IDP.<\/span><\/p>\n<h2><strong>The Main Rule Japan Follows<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Japan is strict about IDP validity. A permit must meet all of these conditions:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It must be issued by a country or region that is a contracting party to the 1949 Geneva Convention.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It must follow the official 1949 Geneva Convention format.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It must be used together with the original domestic driver\u2019s license.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It must still be valid at the time of driving.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It must be used within the allowed driving period after entering Japan.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The United Nations treaty record lists Japan as a party to the 1949 Geneva Convention on Road Traffic, while the same treaty status page does not list Belarus among the 1949 participants.<\/span><\/p>\n<h2><strong>Online International License Warning for Belarus Travelers<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Some websites sell documents called \u201cinternational driver\u2019s licenses\u201d or \u201cinternational driving documents.\u201d These are not the same as an official International Driving Permit. If a Belarus-issued or online-purchased document claims that it allows driving in Japan but it is not issued under the 1949 Geneva Convention by the proper authority, it will not be accepted in Japan.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Using the wrong document can lead to serious problems, including rental refusal, insurance issues, and being treated as driving without a valid license.<\/span><\/p>\n<h2><strong>What Belarus Travelers Should Do Before Renting a Car or Campervan in Japan<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">If your license was issued in Belarus, do not assume that an IDP will be enough for Japan. Before booking a rental car or campervan, contact the rental company and confirm the exact license requirements. In most cases, Belarus license holders will need to obtain a valid Japanese driver\u2019s license before driving legally in Japan.<\/span><\/p>\n<h2><strong>Future Rule Changes for Belarus Drivers<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">If Belarus becomes a contracting party to the 1949 Geneva Convention in the future, then Belarus may be able to issue IDPs that are valid for driving in Japan, provided the permit follows the correct format and is issued by an authorized government body or approved agency.
