A Burundi-issued International Driving Permit should also not be treated as valid for Japan unless it is issued under the 1949 Geneva Convention on Road Traffic in the correct format.

Japan’s rule is strict: foreign visitors can drive only with a Japanese driver’s license, a valid 1949 Geneva Convention International Driving Permit, or a recognized foreign license with an official Japanese translation from a small list of approved countries and regions. Burundi is not included in Japan’s translation-based exception list.

The Key Issue: Burundi Is Not Covered Under Japan’s Accepted IDP System

Japan accepts International Driving Permits based on the 1949 Geneva Convention. Burundi is not listed as a contracting party to that convention in the United Nations treaty record.

That means a Burundi-issued license or IDP should not be used for tourist driving in Japan. Even if the document looks official, Japan checks the legal basis behind the permit, not just the appearance of the booklet.

Why a Similar-Looking IDP Can Still Be Rejected for Burundi Drivers

Some countries and private services issue documents that look like International Driving Permits. Some may mention Japan or use wording similar to the Geneva Convention.
