A Chad-issued International Driving Permit should also not be used for Japan unless Chad becomes covered under the 1949 Geneva Convention on Road Traffic and begins issuing IDPs in the proper convention format.

Japan only allows foreign drivers to use specific documents, including a Japanese driver’s license, a valid International Driving Permit issued under the 1949 Geneva Convention, or a recognized foreign license with an official Japanese translation from limited approved countries and regions. Chad is not included in Japan’s translation-based exception list.

Why Chad-Issued IDPs Do Not Qualify for Japan

Japan’s foreign driving rule depends on the issuing country or region, not the driver’s nationality. This means a traveler cannot drive in Japan simply because they legally drive in Chad.

The key issue is the treaty system. Japan recognizes IDPs issued under the 1949 Geneva Convention. The United Nations treaty record for the 1949 Convention lists the contracting parties, and Chad is not shown as a contracting party in that record.

Because of this, a Chad-issued driver’s license or IDP should be treated as not valid for driving in Japan.

Why a Similar-Looking IDP Is Still a Risk for Chad Drivers

Some documents may look like International Driving Permits. They may include multiple languages, vehicle categories, or even mention Japan. That does not automatically make them legal for Japan.

For Japan, the permit must be:

Issued under the 1949 Geneva Convention

Issued by an authorized body from a recognized country or region

Printed in the correct booklet-style format

Carried with the original domestic driver’s license

Used within Japan’s permitted driving period

If the issuing country is not recognized under Japan’s accepted IDP system, the document can be rejected by rental companies, police, or insurance providers.

Is There a Separate Agreement Between Japan and Chad?

There is no commonly recognized separate driving agreement that allows Chad license holders to drive in Japan using a Chad license or a Japanese translation.

Japan’s official translation-based exception applies only to specific countries and regions, such as Switzerland, Germany, France, Belgium, Monaco, and Taiwan.
