A Mainland China-issued international driving document should also not be treated as valid for Japan because Japan accepts International Driving Permits only when they are issued under the 1949 Geneva Convention on Road Traffic. Japan\u2019s National Police Agency states that foreign drivers need a Japanese driver\u2019s license, a valid 1949 Geneva Convention International Driving Permit, or a recognized foreign license with an official Japanese translation from specific approved countries and regions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This rule applies to Mainland China only. Hong Kong, Macau, and Taiwan are handled differently.<\/span><\/p>\n<h2><strong>Why Mainland China Licenses Are Not Accepted<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Japan\u2019s rule is based on the place where the license was issued, not the traveler\u2019s nationality. That means a Chinese passport holder and a foreign passport holder face the same rule if the driving license was issued in Mainland China.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mainland China is not treated as an accepted 1949 Geneva Convention IDP-issuing jurisdiction for Japan. Because of that, a Mainland China license or Mainland China-issued international driving document should not be used for tourist driving in Japan.<\/span><\/p>\n<h2><strong>Hong Kong and Macau Are Different<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Hong Kong and Macau are not treated the same as Mainland China for this driving rule. International Driving Permits issued in Hong Kong or Macau under the correct 1949 Geneva Convention format can be valid in Japan.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">So the key question is not \u201cAre you Chinese?\u201d The key question is: Where was your license and IDP issued?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If the document was issued in Mainland China, it is not valid for Japan. If it was issued in Hong Kong or Macau in the accepted IDP format, the situation may be different.<\/span><\/p>\n<h2><strong>Taiwan Has a Separate Route<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Taiwan is also handled separately from Mainland China. Japan allows Taiwan license holders to drive with their valid Taiwanese driver\u2019s license and an official Japanese translation issued by an approved organization. JAF lists Taiwan among the specific countries and regions eligible for the Japanese translation route.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This means Taiwan drivers do not follow the same rule as Mainland China drivers. They must carry the original Taiwan license, the approved Japanese translation, and their passport.<\/span><\/p>\n<h2><strong>A Mainland China \u201cInternational License\u201d Can Still Be Invalid<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Some online services sell documents that look like international driving permits. Some may include Japanese text, mention Japan, or claim to follow an international format. That does not make them legal in Japan.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For Japan, the permit must be:<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Issued under the 1949 Geneva Convention<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Issued by an authorized body from an eligible country or region<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Presented in the correct booklet-style format<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Carried with the original domestic driver\u2019s license<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Used within Japan\u2019s allowed driving period<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">If the issuing jurisdiction is not accepted by Japan, the document can be rejected by rental companies, police, or insurance providers.<\/span><\/p>\n<h2><strong>Is There a Separate Driving Agreement Between Japan and Mainland China?<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">No commonly recognized separate agreement allows Mainland China license holders to drive in Japan using only a Mainland Chinese license or a Japanese translation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Japan\u2019s Japanese-translation exception applies only to specific approved countries and regions, such as Switzerland, Germany, France, Belgium, Monaco, and Taiwan. Mainland China is not included in that list.<\/span><\/p>\n<h2><strong>What Mainland China Travelers Should Do Before Renting<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">If your driver\u2019s license was issued in Mainland China, do not book a rental car, campervan, or motorhome in Japan assuming your license will be accepted. You may be refused at pickup.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More seriously, driving without valid documents in Japan can create legal and insurance problems. This is not just a paperwork mistake. If an accident happens, the wrong license document can become a major liability issue.<\/span><\/p>\n<h2><strong>Could Japan\u2019s Rule for Mainland China Drivers Change Later?<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Yes, but only if the legal framework changes. If Mainland China becomes covered under Japan\u2019s accepted 1949 Geneva Convention IDP system, or if Japan creates a separate recognition arrangement, the rule may change.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Until then, Mainland China-issued driver\u2019s licenses and international driving documents should be treated as not valid for driving in Japan.<\/span><\/p>\n<h2><strong>Avoid Fake Online IDPs for Mainland China Travelers<\/strong><\/h2>\n<p><span style=\"font-weight: 400;\">Do not rely on websites selling \u201cinternational driver\u2019s licenses\u201d online. Many are private translation cards, certificates, or digital files, not official driving permits.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For Japan, the document must meet Japan\u2019s official foreign-driver requirements. A Mainland China license, online international license, or unofficial translated card should not be used for car rental, campervan rental, or road driving in
