A Dominica-issued International Driving Permit should also not be treated as valid unless it is clearly issued under the 1949 Geneva Convention on Road Traffic in the correct format.

Japan’s National Police Agency states that foreign drivers may drive only with one of the accepted documents: a Japanese driver’s license, a valid 1949 Geneva Convention International Driving Permit, or a recognized foreign license with an official Japanese translation from limited approved countries and regions. Dominica is not listed in Japan’s translation-based exception.

Why Dominica-Issued Driving Documents Do Not Qualify

Japan’s rule depends on the country or region that issued the license, not the driver’s nationality. The key issue is whether the issuing country is covered under the 1949 Geneva Convention and whether the IDP follows the required convention format.

The United Nations treaty record for the 1949 Convention on Road Traffic lists the parties and territorial applications. Dominica does not appear as a contracting party in that record, while Japan’s rule requires a 1949 Geneva Convention IDP for ordinary foreign visitor driving.

Why a Similar-Looking IDP Is Still Not Enough for Dominica Drivers

Some documents may look like official International Driving Permits. The rental company may refuse the vehicle at pickup.

Driving without valid documents in Japan can also create legal and insurance problems. If an accident happens, the wrong license document can become a serious liability issue.

Could This Rule Change in the Future?

Yes. If Dominica becomes covered under the 1949 Geneva Convention and begins issuing IDPs in the proper format, then a Dominica-issued IDP may become valid for Japan.

Until that happens, Dominica-issued driver’s licenses and IDPs should be treated as not valid for driving in Japan.

Avoid Fake Online IDPs for Dominica Travelers

Be careful with websites selling “international driver’s licenses” online.
