What This Means for Campervan and Car Rentals

The safer step is to confirm your license eligibility with the rental company before booking. If you cannot provide a Japan-recognized license document, you should not drive in Japan.

If Bhutan becomes a contracting party to the 1949 Geneva Convention in the future, then a properly issued Bhutan IDP in the correct convention format may become valid for Japan. Until that happens, Bhutan-issued driver’s licenses and IDPs should be considered not valid for driving in Japan.
